Please enable SySAM logging (LogSySAM=2) by following what is indicated in this link:
Ensure to modify the correct PB.INI located in the folder pointed by registry entry HKEY_CURRENT_USER\Sybase\ PowerBuilder\11.5\InitPath (SyBooks Online (Archive))
Once you get the sysam.log, you could easily sort out the issue.
P.S.: Ensure to have only one PB license in folder assigned to InitPath variable.
